Error (-5006 : 0x8000ffff) ....help?

As soon as I start installing civ4 an error box pops up that says "An error (-5006 : 0x8000ffff) has occurred while running the setup. I'm not a big pc gamer so any suggestions would be greatly appreciated.

Try deleting C:\Program Files\Common Files\InstallShield folder
