Error in the occurrence of raw materials: uranium, aluminum, oil, sulfur, coal.
As you can see in the attached pictures, at a very early stage, even around 100 turns, some civilizations already have strategic resources, although they have not yet discovered the required technologies. Is this a bug of the game or a bug/result of some mod??.
I will post the mod list at a later date.

That's...an interesting mod. Just going by the description it looks likely it is the source of what you've observed.
