Error Loading Shader Librabies?

I've been having trouble with Civ IV lately. I've played this game for a long time, but now I'm encountering problems. Recently, we had a problem where we had to restore our PC to factory state. I reinstalled Civ IV but was shocked when I got an error message saying "Error loading shader librabies." I've tried to fix it, but to no avail. Help?
