error while installing Vox.Populi.4.14.1 community patch

the only difference since my last install is that steam is now on my E: drive instead of C: drive

Throwing a wild guess here but check if you have Controlled folder access turned off in windows defender.

it seems to turn off the controlled folder access allowing me to install it
just make sure you turn it on again afterward, for anyone who may have the same issues
Edit: do not enable it even after the install, it won't show you the mods in the mod list
