Espionage Help

Everytime I attempt an espionage mission I only have two choices, investigate city and steal technology. Why don't I have any other options? I've built the intelligence agency, established embassies with everyone in the game, and basically played the game through to the end twice, without ever getting any other options but those two. What do I do? Please respond to mooren@wharton.upenn.edu
 
You also need to plant a spy in the civilization of your choice to have the other options enabled.
 
Oh, and if you are at war with that civ, you cannot conduct espionage missions in it.

The same way you set up an embassy - there is a box at the top you need to highlight, then click plant spy.

Even if you are at war you can still conduct a limited number of spy missions (things like findout where the enemys troops are)
 
I feel stupid asking for clarification, but i've been up all night trying to figure this out. I know that you can establish embassies by double clicking the star icon on the capital city, but i still don't understand how to plant a spy, and i'm at peace with everybody... i'm green like that
 
What version of the game are you playing? In Conquests there should be an "E" button on the lower right panel for espionage options. That's where you launch your spy missions.

In Vanilla Civ you have to double-click the espionage icon (it's a pentagon) of the city you build the intelligence agency in, or right click the city and select conduct espionage, IIRC.
 
The front of the instruction manual says Sid Meier's Civilization III... its apparantly compatible with windows 95, only requires a 300mhz pentium II. The instruction manual tells of different types of missions, but it doesn't explain how to plant a spy... i click the E button, and I only get two options... investigate city or steal tech
 
This is tricky in your version. I used to get confused a lot between how to initiate Espinage and Diplomatic missions. But I got used to it, so here's how:

Go to the city where you built the Intel Agency (the one with the upsidedown pentagon symbol), right click that and choose 'conduct espionage'. You should be asked which civ you want to conduct the espionage on - so decide which civ you want the spy to be in. You will either succeed or fail (most likely fail if you aren't commie). Once you succeed you can then go and click E in the bottom right and you are then given the choice of which civ and then whether to use 'Spy' or 'Embassy'. If you choose 'spy' you will then be given all the espionage mission options.

if you had a spy and then went to war the spy will be lost and you cannot conduct espionage except to attempt to plant a new spy. if you succeed in planting a new spy then you can conduct espionage even at war.
