Extra City Range?

So just now, I was playing a tiny Pangaea game as Germany. Other civs are Washington, Nobunaga, and Hiawatha. Washington and Hiawatha are at war with me. Nobunaga is at war with Washington.

What was really odd is that Japan had an archer that was launching attacks from 3 tiles away, even though this is the very first war of the game so I can't imagine the unit having the +1Range promotion (because that is a level 4 promotion). Maybe Japan attacked a city-state for a long time; I don't remember. Not toooooo weird.

The really weird thing, though, is that the American city (Boston, I think) was bombarding this unit and destroyed it, all while being 3 tiles away. Don't cities only have a range of 2? Does Washington have a special ability tied in with his UA that allows his cities to defend further?

Sometimes the unit is wrongly placed (graphically). Use Strategic View (F10) to verify the exact location, because I haven't seen the same glitch in that view yet.
I think the cause is the technical issues with timing in civ5, where a foreign unit moves, but another civ (or you) still think it is on the old position.

I once saw a treb firing at a unit 6 tiles away. Of course it wasn't really 6 tiles away, just a graphical glitch showed it in the wrong place.

Terrain can effect unit ranges, not sure if this applies to cities, its certainly not something I've noticed if it does.

Cities effectively have indirect fire, so they can bombard anyone within two tiles, ignoring any hills or forests. In any case, terrain certainly can't extend your range. :P

This was almost certainly a glitch.

it's a graphical glitch that can happen with any ranged unit, and tends to occur more frequently in the late game

There are glitches where the unit is not where the icon for it is.

There are double attack promotions.

If both are AI controlled, they both are moving at the same time and it is hard to determine what is exactly going on.

This becomes even more hilarious when the unit is warped particularly far away, the projectiles accelerate quite a bit and it looks undeniably silly. Good comic relief though
