Extreme slowdown after reinstallation

The problem:

I flubbed up and installed patch 3.17 over Bug mod 2.11. This led to some troublesome interface glitches. I couldn't figure out how to uninstall Bug mod so I figured I'd just uninstall and reinstall BtS.

Now, I don't have the fastest computer in the world -- in fact, it's a crap computer. But I have been able to play BtS before. There was some slowdown as the game went along, but with the right settings I could play a standard map, single unit graphics, etc.

However, not so much anymore. Now I see a significant lag even at the very beginning of the game. In fact, I see it even during the start-up: the globe icon that appears when the game starts is also slow and, well, glitchy like.

So I figured maybe I should just go ahead and do a fresh install from scratch. I uninstall both BtS and Civ IV, clean out the settings folder, and reinstall. The problem abides: even Civ IV is slower. So I think that I need to tweak the settings for Civ IV somehow.

I have a vague memory that I had this problem before but found a solution that involved tweaking the .ini file or something similar. I seem to remember it as being related to a another graphical glitch in which some of the leaderheads only displayed eyeballs and teeth. Does that ring a bell with anyone out there? Or anyone have any suggestions for what I might do to fix this problem? I can play, but even at the most basic graphics settings and a small map the lag is terrible, and it's a real strain on the eyes.

Just for the record, my specs:

Celeron CPU 2.66 Ghz
nVidia GeForce FX 5200 Graphics card
512mb RAM

I've searched for a solution for a couple of days now in vain, any help or advice muchly appreciated!
