One day I was playing c3c when I asked Russia a right of passage agreement.
And they said that I've betrayed the Germans. What the hell?! I destroyed the Germans in the previous turn but I've never had a Right of Passage agreement. Is this a bug?

If you declared war on the Germans while having units in German territory. This counts as a Right of Passage violation.
 
Actually, there are other ways to "betray": if you have a resource trade route broken (interrupted) by anything at all - a border shift, a third civ declaring war, an inadvertent loss of the item being traded, etc - you become instantly and (almost) permanently branded the pariah that no one will trade with for centuries hence.
It's way too extreme for something you had nothing to do with, and IMO one of the most aggravating parts of the game.
