Fascism (on pop loss)

It says you lose pop points on changing to Fascism, does this mean that your population goes down in each city. If so by how many points and is this a perment effect or just tempary.

Also how do people rate Fascism, being a warmonger it looks good to me and I'm considering it for Multiplayer game where I need to warmonger alot to get lux which I have none of.
 
The loss is one population point per city size (1 for towns, 2 for cities, 3 for metropolis).It is a one time effect and the city grows normally after it.

Fascism is a good government for warmongering if your empire is small to middle size.You have highest possible unit support.Communsim is superior for extended empires because of smaller corruption.Another drawback of fascism is that newly conquered cities do not generate any culture until a majority of the citizien in a city is assimilated.

Everyone says "small to middle size" is good for Fascism. My question is: how do you define small to middle size? Does this mean: small in population? Small in geography? Low power rating on the Civ-graph?

Size in this context means number of cities.I would define "Huge" in this terms as 2 times+ the OCN (=Optimal City number, exceeding it menas additional corruption) or more, "Large" between the OCN and 2x the OCN, Medium between half of the OCN and the OCN and "small" below half of the OCN.Just my to cents as defintion, of course.
