Fat Cross toggle

When you select a settler it should draw the fat cross around all the cities, and a less visible cross around the prospective settler.

But the view is obscured by the cultural borders - the colors should be contrasting.

It could fill the fat crosses with a solidly transparent color, like when you look at the religion or culture zones from the global view. That way any overlaps would be easily visible, and the city circles would be much more visible than the cultural boundaries, which don't matter nearly as much when trying to place a city.

I'd like to simply see a fat cross 'stamp'. What I currently do is take a screenshot and drop cross templates onto the screenshot in a photo editing program, then move them around to see where the best arrangement would be. It'd be easier if you could simply do this ingame to plan out your city locations.

Yes, Yes, and Double YES! This should be VERY easy to implement. What a UI enhancement that would be!
