Definitely Russia, not only do you get attrition but towards the late game you get nice cheap infantry, and in the information age they get a nice cheap tank.

Chinese are good too but lack a UU for the information age.

Even modded the Chinese and Mongol building art to the Korean one instead of the Japanese one.

I usually play w' friends and we all dislike the first ages....so we start from the industrial one.So...the russians have more oil income,refinery is avaliable A LOT earlier and the unique units kick ass...both in visual and in stats.

Then the Americans follow,becasue of the kick-ass infantry.

And the Germans take the 3rd place.Unfortunately their UU are expensive...
 
Russians, for the sheer variety of unique units, especially those rocket launchers, and THE FROSTY CHILL OF YOUR DOOM!
 
Oh yeah Russians win. Not economically the best but the military units are badass especially at the Modern Age. Once I won a battle with odds of 20:1 on single player because of my Katyushas :D
 
It depends on the type of game and map.

In nomad :
British or Japanese. British are strong economically and Japanese are good for early rushes.

With small town:
Dutchies. Starting with a market, two merchants, one trade tech and a reduction on trade techs of 10% is just economically enormous.
