Feedback: balancing combat

So I'm finishing off a final version of my mod. I just wanted a small bit of feed back. The mod focus is rebalance, it addresses UAs, Social Policies, etc. For combat, it seems to me siege and ranged weapons are ridiculous and mounted are underpowered, so I've done this and wanted some feed back.

Siege (catapult - cannon) take a penalty (-50) when attacking/defending against mounted (except Hwa'cha).

Mounted have a 25% bonus against ranged units. This means ranged units will damage mounted as much as ever but will be vulnerable if mounted close the distance. This applies to Chariot Archers, Keshiks and Camel Archers as well.

Artillery, Gatling, and Machine Gun have a -25 against armored units.

Would love some feedback, hoping to finish with this in the next day or two.
