Fish is one resource that is not used by corporations; I think this is a good thing.
Fish do not get better later in the game.

Could it use some boost with a later tech?
For example, Fish (with fishing boats) +1 commerce with Refrigeration.

It's not easy to change resource yield for one player at a time It's probably doable via fake improvements but that's a lot of code and complications for a relatively minor change.
 
While happinesss is the main issue during early games, health is more important in later eras. The tobacco is discovered rather late, actually it do more harm to players than the benefit it could provide most of the time. Will you consider changing its effect or choose another resource to replace it instead?
 
Factory can produce 25% extra hammers, and giving 2 unhealthiness at the same time. Extra unhealthiness are given when peat, coal ,gas are connected, while these resources don't provide anything for the factory at all. It is strange that we build a factory and cut these resources off to prevent the extra unhealthiness. One solution I think is to give 15% extra hammers for each resources connected, or no extra unhealthiness by connected resources.

I had some plans for Tobacco that didn't eventuate so it could use a rethink, yes.

Yeah, how I've got resources and unhealthiness set up for all the Industrial era buildings is a bit weird. Been a while, I don't remember my rationale now. Definitely needs reviewing.
