Fighters and scouting

What I don't understand is why fighters aren't able to scout anymore. For me, this is one of their main functions (well, would be). Not being able to scout with fighters makes aircraft carriers a lot less useless.
 
I thought that they actualy scout automaticaly without visibly flying. But cannot be send somewhere to scout it, only give huge vision bonus (but DD that moves where you want to scout scouts better)

I tested it: no scout-option, no vision bonus when bombarding...

The unit itself has a very large sight range which is meant to indicate that they fly often... of course this is little help for English carriers with Commerce track and GL :scan:
 
The air units in Civ 5 will reveal 6 tiles from the city it is based in. There is no recon option anymore.

I did not like the recon option as enemies could send planes into my airspace (and vice versa). I am familiar with cold war recon flights (and the shooting down of them), but the way I would like to see it implemented in Civ is with a dedicated Recon plane. The Recon plane would be able to do scouting missions up to the borders of another civ, but not inside it unless there are open borders or war. It would not be as good as scouting in Civ 4, but still pretty valuable.
