Finding new Resources when mining?

That's odd, because I was setting up a future city site ahead of time when I got my first resource via mine. Maybe it was a fluke, but I'd only just laid down the mine about 4 turns earlier and it was 2-3 tiles out of the workable range of my nearest city.

I'd assume that if a Uranium, Coal, or Aluminum pops up in that square, it'll simply be hidden to you until you reach the tech, just like if there had been one on the hill from the start. Incidentally, this means that you should mine a bunch of things early on if only to increase the odds of having Coal within your borders when the time comes, because the game has probably compensated by placing fewer of the late-game ones at the start. For anyone who's ever been shafted in Civ3 by having no coal for railroads, you can see the appeal.

Easy way to test this: for one game, set X=1 for Uranium, so that every mine spawns a uranium on the first turn. (Actually, that'd probably be a fun idea for a "Treasure World" scenario; do X=10 or so for all of the minerals! Who needs cottages?) Start placing mines; if it doesn't create a resource on the first turn, then I was right. (Unless that tile already had a hidden resource, of course, but do this on a few tiles to be sure.)
