I've been a bit confused as to the workings of the way fires are handled. Early in the game, when the fire property is low to medium, the fire events happen pretty normally. However, as the game progresses, even with the fire properties skyrocketing, the fire events lessen and stop altogether, which is somewhat odd. Is this just how it functions with the random event system, or something else?
 
Its mostly a issue of what events are valid to happen at the start the fire one is one of the few that can happen and so gets selected but later on far more events can happen so the odds the fire one gets selected gets lower.

Oh no please, heh, I don't have the familiarity with such languages and locations within to be able to put forth a detailed idea. Personally, what I had considered was simply having fire give a direct, quite small, but accumulating effect to production, and maybe a small gold hit, as an indication of resources needing to be diverted to both combating fire and rebuilding damaged parts of cities. Could also always go with unhappiness and unhealth as well, but those are pretty heavily covered by other properties already.

Mostly, I've no idea if that would make sense given the wide covering effects of the other properties already, nor whether it would fit for balance.
