First Impressions

Sometimes when I meet a civ I'll get a negative diplo modifier labelled 'first impressions' (usually -5 or -6). Does anyone know what first impressions are? Any ideas on what to do to lower the diplo hit? Anyone seen a positive modifier for first impressions?

I tried googling it but all I got were Civ VI previews / reviews

yeah it always seems negative, I don't really understand why. Even if you already fulfill their agendas upon meeting them, they still have bad first impression.

I'm guessing this also explains why if you don't send a delegate on the turn you meet, it won't even be possible the next turn. Which is highly annoying
