[FIXED] Civ5 crashes on the loading screen / Windows 8.1 / First start ok

Hi, I can't start the game since I've upgraded Windows from 8 to 8.1. Update: After many hours of random clicking I finally found a root cause.

Issue description
. game crashes on the loading screen, in between of intro and main menu (both dx9 and dx11)
. it will run under certain conditions, but only once. Then it crashes every time (at the second and every further try).

Solution
I had the Google Drive app merged with "My documents" folder where Civ5 game settings are stored. After I've disabled the app, my favourite game yet again works like a charm.

Missed attempts
. Civ5 file structure check -> crash
. Civ5 reinstall -> only the first start ok
. Civ5 language from english to polish -> only the first start ok
. Civ5 language from polish to english -> crash
. nVidia drivers reinstall -> only the first start ok
. nVidia drivers delete (Windows default) -> only the first start ok
. directx installer -> crash
. Steam reinstall -> crash
. Installing the CvRedist_x68 -> crash
. from database log -> unable to open Localization-Merged.db from the cache directory. Indeed it's not there...
