Hammurabi is the worst constructed leader in the game, IMO.
Although his traits demand warmongering, his UU is defensive and his AI forces him to emphasize city defenders rather than siege or melee units. His AI also makes him try to build more wonders than DeGaulle or Qin Shi Huang despite not being Industrious. Finally, his AI flavor is cultural rather than militaristic which results in him focusing on theaters and other such buildings that do nothing with his traits.
I am thinking about swapping his traits with Bismarck's. Agg/Org is a pretty decent fit for Bismarck due his instigation of the Franco-Prussian war and general militarism. And Industrious was always a strange fit for him anyway.
