Has anyone experimented with the "flavours" tag in the XMLs? all units and buildings (and techs?) seem to have a Flavours tag, but I cant work out what this represents in the game... does anyone know?
Good question. It is almost certainly AI based, though I'm not quite sure how it is used in the calculations.
It may be that if a Civ is defficient on gold, for example, then it will build a building with a high Commerce flavor rating more than it will build one with a lower one. It may also be linked to traits, and how leaders with different traits select builings.
