So I started a game as Sheim on Monarch. Switched to Infernals, started destroying the world. After a while noticed that I was on Chieftain, and then Settler. Not doing poorly, either... second strongest on the continent (Fractal, 5 civs here), already killed two opponents.
So... I guess this should be obvious if you thought about it: but, don't use the Flexible Difficulty game option if you're planning to run as Infernals. Dropping down to Prince would've been fine, but there's no reason for it to be on Settler.
