With no effort to do so, I flipped an ally's city today. This is the first time I can think of having done that, probably because I'm usually not allied with my neighbors. But in this particular continents game as Rome, it was advantageous to Ally and do a joint war with Scythia against Alexander. Early in the game, Scythia built a city about 4 hexes from Rome, on the opposite side of a mountain range. It had remained loyal to them and didn't really bother me. But shortly after our joint war against Macedon began, I noticed it was on the verge of revolt. Possibly war weariness played a role. It did eventually rebel and the free city eventually asked to join me. I accepted. So far as I can tell, Scythia is not upset about it. They are more concerned about the cities I took from Alexander making me a warmonger. They also don't like that I have a golden age. But our relationships show no problems due to the flip. Is this right, or can I expect a delayed reprisal over this issue?
