Food problem when colony size above 9

Hi everyone !
I have a problem with the food production. First thing I must say is that I hadn't played for 4-5 years, then I re-installed (on my Macintosh) the game 2 days ago, so I forgot most of what I used to know about Colonization.
I began a new game, English, easiest level (I'm weak !).
When I try to add one people to a colony whose size is 9, the food production for all farmers goes down by 1.
For example :
I have 9 people in my colony, 5 are in town and 4 are in fields, two for food and two for lumber. They produce let's say 8 and 5 food.
Then I try to add one people coming from outside, to work as a farmer. The result is that I have three farmers, producing 7 + 4 + 3 food, instead of 8 + 5 + 4. I don't understand why :confused:
Is there a rule I forgot about the game ? Do I need to build a specific building ? Is it a normal feature, to limit the size of colonies ?

Depending from difficulty level the amount of tories in the colony affects all production by -1. Try adding some statesmen to bring up the rebel numbers. 9 would be the limit on easiest level if I'm not mistaken and for every harder level it drops by one. When you got over 50% of rebels in your colony you get a production bonus instead and another one when all 100% of colonists are rebels.
 
You are right, I forgot this !
It's written in the manual (I should have read the WHOLE of it before posting my question....) that the limit is 8 at the easiest level, but for some reason in my game I get production malus only beyond 9 people, ie when I use the 10th one.
