For some reason, cities give themselves specialists causing starvation! Help!

I've seen a few weird bugs in Warlords...one of them, is this:

Sometimes, out of NOWHERE, I don't like specialists at all, I don't touch em most of the time. Now, for some reason, out of nowhere, sometimes my cities AUTOMATICALLY get specialists for themselves! This causes starvation, and for some reason, even when I take out the specialists the cities still act out weird...why does this happen? Why do specialists randomly appear?
 
I've seen this happen a few times where a city can't produce enough food for its population. Rather than suffer a slow starvation over many turns until the food box is emptied, the AI governor sometimes goes on a specialist frenzy, starving the town within a short space of time. Nornality is restored once the population has been reduced and the city can grow again.

I'm not sure if that's by design, or just a freaky side-effect of the way the AI governor tries to balance growth, commerce and production...
 
It will be fixed in the patch.
