foreign ministry .. where is it!?

i didnt have enough money to build embassies right after i finished writing research .. about 5 rounds later when i did have the funds, I couldnt find the foreign ministry to build the embassy ..

where is it? i clicked on the capital .. but i cant find it

Click on the star by your capital city's name on the map.

In map view if you look at your Capital city there will be a Star to the right of the "name plate" for the city. Click on the star ( sometimes it takes a couple shots at it if your screen is not centered correctly ) and you will bring up the Foriegn Ministry.

Same thing goes with your intelligence agency when you build it.
