Forests don't benefit from rails?

That's odd. I figured you were messed in the head, so I loaded up a game to see for sure how many shields thier were in my forest/railroad squares. Sure enough, only 2 shields ? I consider myself to be pretty proficient in this games mechanics, but this has me completely dumbfounded. Anyone want to tell me whats going on?
