Possible to put forests on top of Deserts?

No, C3X is not required: this can be done via the basic Editor.

I just spent 5 minutes making and testing a .biq, and the Worker-job "Plant Forest" can be applied to any (land) terrain-type. Though I did confirm a vague recollection I had, that if it's applied to Hills/Mountains, clearing such a highland-Forest will actually flatten the tile to Grassland (base-terrain), rather than reveal the Mountain again.

I meant put forest there through the editor, not as a worker job.

Just tested that, and it would appear not to be possible in the Firaxis Editor. Although it is possible to simply paint 'Forest' terrain over Desert tiles on a generated map, the underlying Desert base-terrain seems to be getting converted to Grassland.

This is because there is no terrain graphic image for desert forest programmed in the game. There is for plains and grassland only. If you were to apply it, it would change the base terrain. Some features are programmed for other terrains that are not allowed in the base game like hills irrigated or tundra irrigated, but they didnt put in that extra work for forests.
