"Found an outpost" quest weirdness

It seems that after the latest patch, if I start with pioneering technology, the Found an outpost-quest gets broken in civbe(no RT). The quest still says research pioneering, even though it has allready been researched .

The quest ONLY works if I don't start with pioneering and then research it and hardbuild a colonist, because prosperity virtue free colonist doesn't count for the quest.

I had that too. I usually start with pioneering and the quest didn't complete. Shame as I had a few aliens nearby that I wanted to kill with my free soldier

It doesn't help you, but I can say that it works in BERT.

Also having this issue, albeit inconsistently.

With the lab start option I have the same problem.
