You should be able to conduct an espionage mission while framing someone else. This would be more expensive / dangerous but should be an option in Civ 4. It does not seem to be an option in Civ 3.
I dont really understand what you mean by framing another civ... do you mean like accusing them of doing something so that other civs get mad at them... or what? Or do you mean that you are american, and you send a spy dressed as a british to the zulu capitol?
You could do it in 'Birth of the Federation' too. If you were especially adept at Espionage, you would get a pop-up screen appearing asking you if you wanted to leave behind evidence implicating another nation in your crime !
How well this would work would depend on yours and the target nations counterintelligence 'skill'.

This is exactly where I am coming from. BotF was great because of that. It was more expensive to frame and dangerous. If you got caught both of the civs might declare war on you, but if not caught, those two civs would end up going to war against eachother. I always thought this was a feature with the Spy in Civ 2 as well, you could conduct a mission while framing one of the other civs with your spy or in SMAC. I can't recall, but I do recall being able to do it in BotF.
