France's UA - why does it end at Steam Power?

Ok! So, the game's UA's have to start and/or stop at true historical points, you're saying. So, America can't have its UA start until Gunpowder and the minuteman, because America didn't actually historically exist before that; as mentioned in a previous post, the Hellenic League disappeared during Roman times, thousands of years ago... so by this logic, Greece's UA has to disappear around that era, as well. And on and on. There would be no civ's UA in the entire game that would last for very long, if you applied this fairly and evenly.

Obviously, that would make for a pretty dull game, with most of the civ's UA's only occurring for smaller parts of the game, and not even existing in the rest. But, hey- lets single out France, and just_do_it_to_them... because... hey, it's historical! Stupidity, and completely unfair. And that is that.

Its just for balance issues this UA let you expand without getting slower policies in the early game if this is a UB that last forever napoleon could win a culture victory easy
 
It should probably be +1 culture per city and last the entire game. Although that would be significantly weaker it would at least shut the whining.

Personally, I like that is expires even though it is silly. Does mean they gave France and Napoleon some extra thought and it seems fitting.

I'm not buying that it's for balance issues....if they wanted to balance it they'd probably limit it during the earlier parts of the game, not when it's borderline obsolete anyway.

They take away +2 culture per city when social policies cost like 10,000 culture for balance?!? Sorry, no.

btw - even if you take the UA into account it's still quite easy to beat france in a cultural victory....just building the louve alone would provide more culture then the entire UA does.

Perzactly. By the time they take it away, it's just not that big of a deal anymore. An extra +2 culture per city is peanuts, when you need like 600-800+ culture per turn just to be competitive in the endgame for a culture win (depending on how many cities you rolled with). But, instead of just leaving it alone as a rather minor UA benny for the rest of the game, they just yank it away for no good reason. Balance has nothing to do with it by that point. It's just a head-scratcher, why they did it.
