Free Library from Great Library Doesn´t Allow NC

The free library you get for building the "great library" doesn´t add to the NC count. I have 2 libraries (London, Nottingham) and the one free library (Hastings) in my 4 cities and it still tells me to get 1 library (Hastings , York)

I just noticed a bug re the Great Library.

I bought (by mistake) a library in my capital, then later, my capital built the Great Library and my existing library was replaced with the FREE one. However, I am now unable to build a National College as the red help text states I do not have a library built in my Capital.

Could this be because I accidently bought a library first?


EDIT
I have just re-started from the same 4000BC save, and after building the Great Library and free teching Philosophy, I am still unable to build the National College, even though I have a library in my other city. The red help text displays my capital as not having a library.

Not sure where to post this and not sure if anyone els already stated, but i think i have found a bugg in 8.0

The library you get from the Great Library "Library (FREE)", does not let you build the National college
