FREE PC-to-Phone, PC-to-PC talk

I was wondering if anyone knows a FREE provider, site, which provides free PC-to-Phone calls? I have an ADSL connection, with a fixed or permanent IP, so I know it's possible.

Naturally, I'm more interested in knowing this, than PC-to-PC, though I would like to know some Windows Messenger alternatives, regarding talking live, PC-to-PC, with your mike.
