The new Gamespot article implied that (though they got some other things wrong, so I wouldn't call it certain).

This is all I could find which doesn't seem to imply much of anything other than pitboss's persistence. Nothing is said about whom will be hosting the pitboss servers....

Specifically, the multiplayer pit boss, which will allow persistent multiplayer games of Civ IV, will be released in December.
