Free support units

Have tried to find info on what formula is used to determine how many free support units you have. F2 screen Unit supply and Unit cost entries both have info on free support units but how is the numbers determined? It changes as I go along and grow my empire but I can't find any info on how the numbers are determined.

thanks, I must be going blind. I thought I had browsed through the whole academy. But apparently I missed this article.
