The farther a city is from a government center (palace or forbidden palace), the denser the build should be. You want low density for maximum city potential for the cities that will be effective producers. Packing a load of cities at the high corruption distance will help immesurably in despotism, monarchy and communism as they increase your free units. In the higher governments they generate some revenue. In all governments they can be a huge culture advantage.Originally posted by God

Most likely causes are an invalid edit in civilopedia.txt or pediaicons.txt for the Nationality tech or Rifleman unit. Could also be a bad entry in rifleman.ini in the Art/Units/Rifleman folder.Originally posted by Gregorio

After you build the Military Academy, you should be able to build an Army just as you can build a unit, but only in the City where you built Military Academy.
