I have just installed Civ4 and BtS on a different computer that didn't have a previous BtS installation. There was a Civ4 installation long ago, but was uninstalled and all related files deleted.
So I installed Civ4, then BtS (patching Civ4 in the process) and the 3.13 patch.
Civ4 runs fine, and BtS also worked when I checked just before applying the patch. However, since installing the patch, it crashes when starting the game. DirectX is current (the webupdater tool says there's no newer version available), I also just updated the video card drivers.
Interestingly, Civ4 still works, but BtS does not.

No particular error message is given, just the basic "has encountered a problem and must close".
There's another window with (lots and lots of) technical information, but it seems like copy/paste isn't enabled there. If it might help troubleshooting I could type some of it or provide a screenshot though.
System specs: running WinXP, with a Geforce FX 5600. DirectX 9.0c (4.09.0000.0904) according to dxdiag.
