Fresh Install XML Failure...?

I was at a LAN a few days ago, and for some reason, Civilization seems to not be able to access XML properly.

Here's an example of what's wrong:

When I'm selecting my civilization in "Play Now!" this is what I see with Abraham Lincoln selected.

Any idea what could be wrong?

I had added a custom civilization a while ago and wanted to remove it but seemed to keep failing. My solution was to reinstall CIV4, and now I'm having this problem. 3 other people at the LAN used the same discs to install the game and don't have this problem.

did you delete any files left over from your modifications? did you clear the game cache?
