Al Gore, lowers productivity, research rates, and gold per turn porportional to the length he remains in play. Also, has a slim chance to incite and revolt(if it fails this unit is toast). Requires Ecology and obsessive compulsive enviormental disorder advances.
This one may not be PC incorrect however its a well known one.
Neo-Soviet: Has to be in power to have any noticable effect. Can sometimes cause a few other civs' cities to riot at first, then this effect is canceled. Population steadily shrinks every 5 turns(mass deaths many causes). IQ and literacy rate shrink at alarming rates. Productivy and GNP decline at alarming rates. Facility maintanence requires double gold per turn(You must pay the bill). The effects of Wall Street are instantly canceled until 5 turn pass after losing this unit.

The top 5% leading countries are charged large portions of their GNP to give to the 50% poorest and backward countries. Causes the top country to only have a 5% chance of ever declaring war in any case(except against a hated enemy of majority of U.N.) If 5% chance doesn't happen and country declares war it is sanctioned by remaning members.
Every 5 turns U.N. holds a conference denouncing the evils of the #1 country and removes them from power within the U.N. While it must pay 50% and a growing amount of the bill for the operations of the U.N. U.N. may suddenly send vast, yet highly untrained multinational armies into any country enganged in civil war, which cause *both* sides to declare hostilty towards the U.N. and blame the #1 nation on power graph for the attack.
U.N. may conspire against any religion and or economic system it opposes and attempt to either denonuce and/or sanction it.
U.N. has only a 2% chance of declaring war on any country ruled by communism.

Internet Gaming Forum: Increases happiness and multiplies propoganda. Increases waste. 5% chance per turn that any other civ with a competing Internet Gaming Forum will declare war. Automatic war declaration any time the AI cheats.
