A GL that can rush-build any wonder or tech already owned by another civ. Once rushed, a civ can then claim responsibility for inventing the wonder or tech.

How about some unique attributes for civilizations? Quirks, really, like ...
Americans: In the modern era, if any other civilization pop-rushes an improvement in a city or has a starving city, America must denounce this loudly as a human rights violation, and then send its air force to the city in question and attempt to kill the remaining citizens and destroy food-producing infrastructure. War will never be declared in these instances. Any other civilization that tries similar tactics will immediately be cut off from American trade and suffer from American espionage missions. Also, with the contruction of the Kissinger small wonder, America has a 75% chance of convincing smaller civilizations that its military adventures and espionage missions didn't really occur.
Chinese: Any time a small island city originally in their borders culture-flips, the Chinese must immediately send 90% of its navy and air force to the general vicinity and move around the flipped city's borders for 50+ years. Every 5 years or so, two or three vessels will encroach on the border and then move back into neutral territory again. There will never be any danger of the island city culture-flipping back to the Chinese.

This unit appears near the battlefield and waits until there is going to be an obvious victor, then joins that side and does nothing.

Requires: unsupported arrogance
This wonder can only be built between 1800ad and 1900ad. After it is built, only existing culture is scored - no new culture points will be earned...EVER. Unhappiness becomes rampant as younger civs look abroad for some kind of cultural stimulation.
Prevents: American wines from being imported or even acknowleged. (tee hee)

The madrassah education system small wonder.
Negates the science-boost effect of all libraries, universities and research labs in your civilization, and slashes research production by half. However, for every culture point the libraries, universities and research labs produce, they also produce one happy face. Of course, since this is a small wonder, the only way to get rid of it once it is built is to abandon the city the 'wonder' is built in.
Also doubles the possibility of resisters if anyone conquers your cities, but triples the possibility and duration of resisters in any city you manage to conquer.
