I always tought you could only get a cease fire for a cease fire?

I think it's because of the capitulation. If I remember correctly, you always get cease fire with capitulation, and it isn't possible to get peace with capitulation. And with the capitulation offer you can ask anything for extra from your possibly forthcoming vassal. So in Civilization IV 'Vanilla' it's only possible to get cease fire for cease fire.
