You're right. I reloaded to check, and it appears I've never sent a unit to London. I had assumed that the 'top 5 cities' screen would show all cities upon winning the game, but that's not the case.

So he got into his royal golden transport and set course for the Taoist city of Kumbi Saleh which had been under siege for years. "But sir," his adviser exclaimed, "their longbowman is too strong! Please, take a gunpowder weapon, or at least something with a sharp edge!" "You doubt the power of my blunt piece of wood?!" Monty yelled, as he hit the advisor on the head. "Prepare the hovercraft, I'm making an amphibious landing."
Meanwhile, in Kumbi Saleh...
Mansa Musa: "Longbowman, what can you see? Are they sending in the fighters again?"
Longbowman: "No. It appears to be some sort of furry with a cricket bat in a hovercraft. OMG, it's Montezuma himsel..." <dead>
BAM! World Domination. And Monty? Barely a scratch.

Last turns before a cultural victory, I launch a few raids on the huge but backwards Native Americans for sport. Kill a few dozen galleons with a handful of battleships and pillage all his crabs and such.
One turn before my last city is hitting legendary, Sitting Bull calls me up and offers me gold to leave him alone. I feel a little sorry for the guy at this point and accept... falling right into his trap
While the artists back in the homeland partied, the forgotten sailors of the Khmer navy slowly froze to death.
...the peace-treaty teleportation should really make sure it drops your units off in the same sea they started off on

1. Does the Khmer language have a word for "freeze", or even for "Noticeably less warm" ?

Oh, quit whining, Stentor. All you need is a city on the forest tile, a fort on the marble (or vice-versa), then DoW on Sitting Bull again, and your Battleship is home free!
