because garbageinhere was too big, because i didn't liked to ear indirectly from other guys' posts "you're garbage" and because i use the nickname uat2d to everything else

I'm guessing this is because Willem has at least half of physics researched and tech brokering is off. The AI doesn't want to lose out on being able to trade to tech and this would stop exploits like trading them the last 100 or so beakers for the tech and stop them from trading it away.
