Well, it looks like I'm trapped between a rock and a hard place...
Trimmed down to 3 cities this time!

No, how does it reveal a bug? Theocracy has no effect on religions already present.
 
Saladin runs Theocracy, but never adopted a religion.
In the second screen I've noticed his cities have Judaism. :confused:

Saladin always adopts Theocracy as soon as he acquires the necessary tech (monotheism isn't it?) whether he has any religion in his empire or not. If he has no religion, it means that no religion can ever spread to his cities because theocracy fobids spread of non-state religion and if he had no religion before adopting theocracy, his state religion is "no state religion" meaning that no religion can spread.

The only explanation I can offer about some of his cities having Judaism is that he captured them sometime after adopting theocracy with Judasim already in them.

Wrong. Theocracy does not stop natural spread if it is a no religion Theocracy. That was solved in warlords....

But sal running a no religion theo with religion in cities is strange..... do you have a save?

guys, its easy to figure out. he switched to theocracy, but had no state religion. he had those jewish cities either 1 of a couple ways...
  1. he captured them.
  2. he used to have a jewish state religion, but switched out because of a disgruntled neighbor
  3. he had judaism in his cities, but never adopted it before he adpoted theocracy
  4. the jewish naturally spread to them the turn he gained theocracy

Actually, the required tech is...Theocracy. :D

I've 2 earlier saves, but in both Saladin wasn't in the game yet.
Only the replay maybe can give some info.

From what I remember.
Saladin was a vassal/colony of Cyrus.
I do have another screenie, which also reveals Saladin hasn't adopted a religion.
Judaism was founded by Gandhi (vassal of Justinian) and Justinian owns
the AP wonder, founded Hinduism, but the AP religion is Judaism.

But that is the point ;) I never saw a AI running a religious civic without religion without adopting one as soon as he had putted hands on it :p

Anyway, it looks to be a colony issue..... will forward to Solver ;)

P:S And, for the second time, Theocracy does not stop auto spread of religions if the civ is not running a state religion. it is that way since warlords.

Anyway, it looks to be a colony issue.....
The game was a 6 continents hemisphere map.
As one can see in the mini map I had a large portion of the sixth and empty/barbarian continent.
(Hannibal was killed by them, but he had founded Confucianism.)
I had huge colonial expenses, but I didn't want to create a colony, because all leaders (except Shaka) were pleased to friendly.
When the game was over I did create a colony (Roosevelt came into play and all relations dropped 2 levels).
He adopted Confucianism and did run OR.

i do it all the time. and i know theocracy doesnt stop auto religion spread. but that doesnt take away from my point

The latest version of CIV I have is vanilla, where Theocracy does stop the spread of religions even whenthe civ is not running a state religion. My humble apologies for being so out of date and spreading such antiquated comments already several months out of date :p Now let's get back to funny pictures... :D
