Game Console with German Keyboard

does anyone know how to bring up the game console within a game on
a german keyboard. It is the tilde "~" key which is above the tab key on the us keyboard. It is normally activated by pressing "alt gr" and the "+" key on a german keyboard, but that doesnt seem to work at all?

sadly civ 4 seems to have fixed key bindings.

any help would be appreciated...

switch your keyboard setup to american in control panel

switching to US Keyboard setting is not an option, for reasons which would take too long to explain.
