game will not load

after updating my laptop, and installing bts and the 3.13 patch, the game still will not load. i enabled logging and checked the log. this is what comes up:

[76988.781] ERR: InitWinApp() failed, exiting
[76988.781] ERR: CIV Init FAILED, exiting

how do i fix this so bts can run?
