Gathering storm DLC issues with accesing all the leaders

Ok so i wanted to do a game of Civ with Kupr but i quickly realized i dont have access to Kupe even though i have the Gathering storm DLC. so i checked if i dont have all the leaders and i soon realized im also missing Wilfrid and Pachacuti but, i have access to Elanor, Dido, Sulemian, Kristina, Mansa Musa and Matthias. so i uninstalled all the DLC's i have for this game and reinstalled them again and nothing. Then i tried reinstalling the whole game and the same issue is still happening, i dont know what to do as i really want to do a game with Kupe and im just generally confused how i can have some of the DLC content but not all of it.

Any help or solutions would be greatly appreciated, Thanks!

Could you start the game, verify you're not seeing the leaders, and then zip up your logs and post them here? Thansk!
