[GEM 1.049] GP purchase with Faith

The Freedom opener says it allows the purchase of great artists with Faith. This doesn't seem to be activated.

Also, the great artist doesn't seem to have the great works ability.

Were you at least in the industrial era? Faith purchase only becomes available once you enter industrial even if you have the policy tree opened. This is in the base G&K game.
