I'm not certain of this, but it appears that research agreements might be having no effect? They are not giving a per-turn boost (or at least not one that shows up in the UI - though the tooltip in the diplomacy screen still says they do) and they don't seem to give a boost at expiry (or maybe the problem was that it expired on a turn when I researched a tech, and there was no spillover?).

If it's using the G&K mechanic it should indeed spill over. In fact, if you have more spillover than will research a second tech your remaining spillover will remain, applying to at most one tech per turn until it's used up.

I don't know what the intention for GEM is however.
 
When I had multiple turns left on a tech, I can confirm that an RA completing shortened completed it that turn. So maybe this was just me not noticing, but maybe there is an issue with spillovers, or maybe it is just that the RA boost is now fairly small compared to the increased cost of techs?
 
There's known bugs with the way Firaxis implemented research agreements in G&K; we can't fix the effects. I did however clarify the tooltip for Gem v1.06, since the mod now uses the unmodded game's research agreement system. Thanks for bringing this up. :thumbsup:
