[GEM 1.13/CivUp 2.4] AI priorities for City Hall

In GEM 1.13/CivUp 2.4 AI priorities for the new City Hall is 8 for both Production, Vulture and Growth.

Compared to other buildings this this a bit high, e.g. a monument giving 4 culture has the same AI piority for culture as the city hall which gives only 2 culture.

Another example is the watermill. Both the Watermill and the City hall gives +1 food but the first has Growth priority 4 and the latter 8.

Apart from making it hard for the AI to choose between different buildings it also messes up automatic selection of free culture buildings with the Ceremonial Rites policy, which will normally pick the available building with the highest AI priority for Culture. In this case it chooses randomly between City Halls and Monuments if only these two are available.


Wile we're at it Stone works still has AI priority for Happiness even though it's lost its Happiness bonus (Not sure I like this idea - it's a big nerf and it was nice to have an early posibility for a Happiness building).

To be fair, many would argue that there are many of those in a typical City Hall, so the priority for them would make sense :)

Took me a minute or so here so figure out what you were talking about but LOL :D
