[GEM beta 9] Policy branch issues?

It seems that half of the policy trees have no branch requirements, which makes it so that you can just take any of the 5 policies after the opener. The trees that hsve no branch requirements are Tradition, Liberty, Wealth, Patronage, Power and Freedom.

that's intended, an experiment to see if more flexibility in choosing policies results in a better gameplay
